DescriptionLetter from H. M. Teller, Secretary, Department of Interior, to Patrick H. Conger, Superintendent of Yellowstone, requesting his suggestions on personnel and park management issues. No parties working in the park have exclusive rights and privileges, and a sufficient number of hotels and transportation services should be allowed. Permission to build must be obtained and the number of horses and cows is limited to those required by the hotel for mile and transportation.
